In December, McClinton, the first Black woman and woman overall to lead the Pennsylvania House of Representatives in its 244-year existence, made history by being the first House Speaker to visit a Planned Parenthood facility in Harrisburg.

Her first stop in a busy day was this one, right before a meeting with high school students from Philadelphia. The day didn’t conclude until after 10:30 p.m., when she showed up at a press conference alongside Republican leaders and Democratic Governor Josh Shapiro following the legislature’s approval of a final budget agreement following a five-month impasse.

As her party flipped control of the House in the 2022 election for the first time in 12 years, McClinton, 41, has emerged as a rising star in the Democratic Party for her support of reproductive health care, her involvement in House redistricting, and her leadership as her party defended its one-seat majority in four subsequent special elections. Her first year as House speaker has been difficult as Democrats had to learn how to be in the majority and strike a balance between their priorities and the need for compromise with the GOP-controlled Senate. Both Republican and Democratic colleagues have acknowledged McClinton’s ability to command a room.
“I don’t think you can let her kind and gracious self fool you, because she didn’t get where she was without grit and know-how,” Senate President Pro Tempore Kim Ward (R., Westmoreland), the first woman to lead the Pennsylvania Senate, said of McClinton. “She is gracious and kind,” McClinton replied. “She’s spent the year listening,” she said. Examples of these conversations include bipartisan meetings with legislative leaders, monthly breakfasts with freshmen members that she started, or grocery shopping with her constituents.
